Starting 1 March 2010, when you list on eBay US and eBay UK sites, you will be asked to accept an additional eBay’s Cross Border Trade Terms of Agreement.
This is due to the new Resolutions process that has been introduced for buyers who purchase on eBay US and eBay UK, and applies when buyers claim an item was not received or was not as described in the listing. The policies relating to the two sites differ in certain areas and we recommend that you familiarise yourself with both.

If the dispute cannot be resolved between the buyer and seller, eBay will resolve the dispute by deciding whether the eBay Buyer Protection Policy covers the transaction. By accepting the new terms,
- You authorize eBay International AG (“eBay AG”) to remove funds from your PayPalaccount to reimburse eBay for amounts paid to the buyer under eBay’s Buyer Protection Policy;
- Where there are insufficient funds in your PayPal account or where PayPal is not the recoupment method, you will provide other automatic payment method to eBay;
- eBay AG will have the right to recover from you amounts paid to the buyer for current or future transactions;
- If no automatic payment method is available, you will have to reimburse eBay AG in full, and in a timely manner, for amounts paid to the buyer as requested by eBay AG;
- If you are found responsible for a transaction with a buyer and the buyer receives a payment under the eBay Buyer Protection, you will not receive a refund of your listing fees; and
- If you choose the “international shipping” option and/or offer to make listings available to buyers in other countries, eBay AG may recoup all amounts due to buyers as a result of your transactions under various eBay Buyer Protection Policies worldwide.
You will be required to accept these new terms in order to continue selling on the eBay site where the Agreement occurs. These new terms once accepted will be incorporated into the User Agreement you have with eBay AG by reference.

It seems the new agreement will give more advantage to buyers. In some cases, the parcel will take longer than it use to be. Normally, trusted seller will try their best to pack items and get it shipped ASAP. What happen during the shipment is totally out of seller control. Anyway, the shipment always come with tracing no.
This new policies will protect more of the buyer while seems too bad for sellers. It is true those new agreements are not a good news for sellers, but ebay has to do this as there are more and more cheats by international sellers.
I wish this won't give me much headache afterward.
